In all fairness to them, there is the issue of likeness. From what I remember a lot of the actors wont allow it.
While the likeness issue is certainly an obstacle, it isn't as open-and-shut as actors 'not allowing it'. They simply won't allow it for free and NECA doesn't want to pay them.
I have no clue what page it was much earlier in this thread, but someone posted a twitter exchange where randy claimed they "can't get" Jeanette Goldstein when shooting down the idea of a Vasquez figure. Via a follow up twitter exchange from fans directly to Jeanette, she said she would love to be involved but no one from NECA has ever contacted her.
Al Matthews was interviewed after the Hot Toys figures came out and proclaimed that he would "love" to have a figure made of him, so long as it actually looks like him and he is compensated (Hot toys obviously did not compensate him and they changed the face on purpose so as not to be sued by him).
So to me, this has nothing to do with actors being against figures. They are simply against loaning out their faces for free and NECA has no desire to compensate the talent. Why would they when they can do all the creatures and repaints they want without any extra fees? Not saying I don't 'get' the business model. Just saying I think it is very poor form for NECA to pass the buck and simply put the blame on the actors.
